A PDF may have been altered, or revoked in the meantime. Whoever receives it has to call the issuer to be sure, and that rarely happens. A shared folder only shows what its administrator puts in it. With verifiable documents, every recipient checks for themselves who issued a document, when, and whether it is still valid, regardless of who passes it on.
